You Need Not Pay Delivery Charges For LPG Cylinder


Hindustan Petroleum Corporation Limited (HPCL) has released a useful piece of information for all its LPG cylinder users. It has informed its customers that they do not need to pay anything extra to the delivery person delivering them gas cylinders at their doorsteps, irrespective of the floor/apartment.


It must also be noted that in November last year, oil companies announced the implementation of home delivery of LPG cylinders, only on entering the OTP provided while booking the gas cylinder.


No Extra Payment Required for LPG Cylinder Delivery


Kareem Ansari, a resident of Hyderabad had filed a RTI petition against HPCL, on being asked to pay an additional charge for delivery of LPG cylinder at his house, by the delivery person.


In response to this petition, the gas company stated that consumers do not need to pay anything extra for cylinder deliveries.


They have the authority to refuse paying additional delivery charges, if asked by the delivery persons.


In its response, HPCL stated “The responsibility of the gas distributor to deliver the gas cylinder at the doorstep of the consumer irrespective of the floor location in the building/flats without collecting any additional charge other than the amount mentioned in the bill.”



OTP Required for Accepting LPG Cylinder Delivery


Two months back, we informed you about the implementation of a new rule for the home delivery system of LPG cylinders, which will involve the requirement of an OTP to be given to the delivery boy, for accepting the cylinder.


This system, called the Delivery Authentication Code came into effect from November 1, 2020.


According to this, as soon as you book the gas cylinder, an OTP will be sent to your registered number, by the gas company.


Whenever the delivery boy comes to deliver the cylinder, you will have to provide him with this OTP. In case your mobile number has not been updated, the delivery person can update it via an application in real time.

  1. It is a good move but the delivery boys are insisting for the service charges compulsorily.
    They says it is first floor. They were demanding Rs.30.00 per cylinder minimum.

    1. Even I had the same experience. One Delivery Boy when asked for the INVOICE told the amount orally by adding another Rs.30/- & when I insisted on the invoice I could see the difference. He was literally demanding Rs. 30/- 7 when I told him I will complain, he said he was not bothered. Only thing i am concerned is if we refuse to pay they should not play by doing some mischief.

    2. They will simply tell the distributor that you were not at home. As the distributor has to survive with the existing workers, he will keep quiet. You will be the sufferer by inordinate delays, deformed bottom ring etc. You may go to court & thus the circle completes one round.

    3. Yes this is their TACTICS. They will come when you (i.e. Husband & wife, as we both are working) are not in home. The delivery guys says this openly, it's an open blackmail. "You can't do anything, I will come when both of you are not in the flat, then it will be rejected".
      I & my wife are dumbfounded, can't say anything, moreover during Puja will ask for additional Rs.700.00 to Rs.800.00 & you have to pay. That too he is laughing.

  2. My HP Gas connection with C.S.No:537550 has been surrendered to Ravi Enterprises, # 101, 22nd Main, CJV Das Road, Padmanabha Nagar, Bangalore 560070 on 7/12/2020. Two empty cylinders and one Regulator have been surrendered on the same date. Still I got this message. Please check whether my Gas connection surrendered has been officially closed in your records in my name or not. If not please let me know if any action to be taken from my side.

  3. I am a resident of Sreevaraham area in Trivandrum and the delivery boys insist for delivery charges at my flat. Kindly instruct through the Gas Agencies Not to collect additional delivery charges by the delivery boys.

  7. If you don't pay something to the delivery man ,you will face negative impact by skipping the delivery stating that door locked etc.then we go on complaining ,the delayed delivery affect the home ,who is going to compromise that.

  9. First begged to surrunder subsidy to help the poor. Then you increased the price. so the susidyis now under Rs, 20. Now you have come with a great offer. NO DELIVERY CHARGES> I you have little shame , print it on the bill in bold letters.

  10. The company/Government has no farsight to see the difficulty of the poor delivery system. At least in the cities and high rise buildings they can install piped gas supply. If they have no intelliggence or money ask one of the "A ...." s . they will take our savings money in the bank and will lay piped gas supply and make some profit. Or sell the gas supply to them.

  11. What the delivery person demand is an amount rounded off including the delivery charge of some Rs. 25 or 30.If we don't pay that he will stare and will go away murmuring as if we have commited a crime. May be he will play some deceitful tricks next time.

  12. Still the delivery person ask for tips.as i closely studied found that the fuel charges for the vehicle is by the delivery boy.it is the understanding of distributer and the delivery man.this practice is going on hp.please make vigilant watch on the agencies and delivery man

Understand from many delivery boys that the Agency don't pay even a single Rupee to the delivery boys it is unwritten rule that the delivery boy should make his own arrangement to deliver the cylinder from the go-down or a common place on road from where the cylinders are delivered by the company delivery agencies. (Hence to meet out their delivery cost & earn monthly salary delivery boys collect money from customer). GAS COMPANIES SHOULD CROSS CHECK & ENSURE THE CYLINDERS ARE DELIVERED ONLY TO THE GO-DOWN NOT DELIVERED ON STREETS FOR MAKING DELIVERY TO CUSTOMERS WHICH IS NOT SAFE. 1). The companies should check the proper payment to the delivery boys this can be regulated by payment to delivery boys Bank account by the gas companies itself. 2) Ensure that all agencies have their own Delivery boys & Delivery vehicles. - NO CONTRACT DELIVERY VEHICLES SHOULD BE ALLOWED. s will solve the delivery (Boys ?) issues to the maximum extent.

  15. Every delivery person demands 25 to 30 rupees for deliver. Customer bound to pay the extra fearing that in next time the deliver boy will deliver a defective or water filled cylinder.

  16. Delivery Charges are authorised by the district collector. It is completely upto the district administration to sanction delivery charges. It is not upto the oil companies to sanction it or not. In Kerala, the charges vary across districts according to the judgment of collector. Therefore, HPCL stating that there is no need of paying del charges doesn't mean much.

  21. the delivery man always asks for extra money for delivering the gas, even though the amount is mentioned in the receipt issued by gas agency. this habit of theirs is difficult to change.

  22. Oil companies viz. Government impose or introduce various methods to ease the supply and utility of this most important service to the society. Unfortunately in practice their attempts to remedy this menace is not effective. Though I receive a OTP the delivery Boy never insist on this OTP When in past I declined to entertain any tips to the Delivery Boy I had to undergo many hardship in getting my refill. The DELIVERY BOY simply say DOOR LOCKED and a REPEAT attempt on the next day also is reported failed. Now the onus is on the consumer to visit the Distributor office receive the cylinder in person. Those who has a vehicle it is possible what about those who do not have any transport in particular SUPER SENIOR CITIZEN like me!!
    By paying this COMPULSORY tip I save a lot of inconvenience. Please understand this payment has become part of cylinder cost and we the consumers have no choice than surrendering to this BLACKMAIL. If you are really serious to implement this put the onus on the Dealer i.e. they will get their service charge only ON DELIVERY of the cylinder and will be relieved of his dealership if a specified number of complaint is received from the consumer. When the oil company can intimate via SMS about the booking confirmation why a similar intimation cannot be issued by the DEALER / DELIVERY boy of a probable day and time well before their supply ? This will enable the consumer to be at home or make arrangement to receive the supply. Another suggestion is payment of wages or remuneration to the DELIVERY boys should be based on the number of CYLINDERS delivered by him.
    WHERE THERE IS A WILL THERE IS ALWAYS A WAY So think by putting yourself in our position you will definitely find better ways to resolve this issue.
