New passport rules: No initial police verification required


In a major relief, the Ministry for External Affairs has decided to conduct the police verification after the passport has been delivered. This would be done at no extra cost and the MEA feels that the new norm would speed up the process.


The ministry has introduced the Out-Of-Turn Passports for normal first-time applicants. This was introduced after the ministry received a feedback and complaints from citizens that police verification was time-consuming and led to delays in the issue of passports. There were also complaints of the police personnel demanding bribes.

Under this scheme, no proof of urgency will be required to be submitted. The passport will be issued first and police verification is done later, Regional Passport Officer Bharat Kumar said. While stating that no additional charges would be levied, he also added that appointments will have to be sought through normal channels and not tatkal.

This is different compared to the tatkal scheme he explained. Here application may apply under the regular format for a passport, he also added.

At the Passport Seva Kendra (PSK), the official in charge would decide, based on the documents submitted, whether the services should be speeded up or should go through the normal course of prior police verification. More the supporting documents, more chances of the passport being speeded up. Applicants can also indicate on the form that they want the passport to be issued under the Out-Of-Turn scheme. There have also been instances where even tatkal applicants have had to wait for 10 days or more to seek appointments at the PSK. This scheme will address all these issues, Kumar also added.

    A few months ago was the only occasion I got our passports renewed fast and without paying bribes to
    Local Police
    LIU.
    Now first timers will get the same benefits.

    1. whenever police comes for inquiry, whether it is before or after issue of passport, the habit of bribing is unavoidable. If the police is not satisfied with the amount that he demands, he will give a negative report which leads to cancellation or withholding of the passport.

  4. I think if the Passport system is linked with Adhaar, the passport can be issued (By Post) through an online App without much waiting time for any type of verification. Of course Police Verification can follow later.

    For speeding passport delivery to applicant. Even for rental of passport, I had to face police personals for three times and had to submit Affidavit that I am still married after38 years of married life along with under the table dealing .

  7. Gr8, just few days ago my mothers re issue passport was held up for want of police verification for more than 3 weeks even though none of the documents had changed. She super senior citizen was so depressed. The above is welcome decision by the Ministry.

  8. Harassment and corruption will continue even after the above step. they will demand bribe to clear the passport papers. This verification requires the applicant to appear before the police personnel and then the chance for corruption takes place. There should be a method like CRISIL rating used by financial institutions. Then there is no need for police verification.

    There should be only Adhar Card as a document to be submitted to avoid other documents like DOB, place of birth and proof of residence.

Really Great step taken by government. the police verification was indeed a time consuming process. as they got many things to deal with other than the passport verification. and due to the privatisation for issuing passport taken place. the it is easier to get passport in very short span of time.
