A new rule for cheque payments is all set to come into effect from 1st January, 2021.
A new rule for cheque payments is all set to come into effect from 1st January, 2021. The new rule has been designed in order to check banking fraud. The Reserve Bank of India has decided to introduce from January 1, 2021, the ‘positive pay system’ for cheques, under which re-confirmation of key details may be needed for payments beyond Rs 50,000.
Availing of this facility would be at the discretion of the account holder. However, banks may consider making it mandatory in case of cheques for amounts of Rs 5 lakh and above.
Positive pay system: What it is? How it works? All you need to know
– Under the positive pay system, the issuer of the cheque will be required to submit electronically, through SMS, mobile app, internet banking or ATM certain minimum details of that cheque like date, name of the beneficiary, payee, amount to the drawee bank.
These details will be cross-checked before the cheque is presented for payment.
In case any discrepancy is flagged by cheque truncation system (CTS) to the drawee bank and presenting bank, redressal measures would be undertaken
– The National Payments Corporation of India (NPCI) will develop the facility of positive pay in CTS and make it available to participant banks.
– Banks, in turn, shall enable it for all account holders issuing cheques for amounts of Rs 50,000 and above.
– While availing of this facility is at the discretion of the account holder, banks may consider making it mandatory in case of cheques for amounts of Rs 5,00,000 and above
– RBI has said that “banks are advised to create adequate awareness among their customers on features of positive pay system through SMS alerts, display in branches, ATMs as well as through their website and internet banking”.
– Further, RBI said only those cheques that are compliant with positive pay system instructions will be accepted under the dispute resolution mechanism at the CTS grids.
– Banks, however, will be free to implement similar arrangements for cheques cleared and collected outside CTS.
– This directive by RBI is issued under Section 10 (2) read with Section 18 of Payment and Settlement Systems Act, 2007 (Act 51 of 2007).
What will those who are not using sms net banking etc do here . Why do you make things harsher more and more to the common man. Why do you people think only of well educated public forgetting that our community has more illiterates than literates? There is already a facility of crossing the ch. if the issuer wants to be more cautious.

DeleteThese details should be covered in the challan it self . So that those who don't have internet access and those who do not have computer can fill these details manually in the challan it self . In India Government cannot Digitise everything because of mass illiteracy and ignorance .

ReplyDeleteAlready there is delay to check collection from one bank to another bank. My opinion is to stop check payment, as there is many facilities to transfer money through upi and net banking

ReplyDeleteIn any case delay and confusion due to inadequate connectivity etc.should be avoided. Educate the customers properly. Safety is paramount and at the same time simplification of procedures is the sign of advancement. Let there be smooth sailing.
